Upgrading to a bigger carb wo a larger intake is not going to help. The phva 14 is a very nice carb and adequate. If the po did not put a larger main jet while taking off stock filter then that could be an issue.

Softer metal will deform more before breaking, kinda makes sense. Recently I welded up a chute for a wood chipper all outta metal, fairly solid but after a coupla days use you could see cracks all along points of vibration and if it was along welded lines it would be along its edge, area of most brittleness. Interestingly the plastic chute chipper is holding up much better.Vibrations will tear up

Brand new spark plugs are a couple bucks, remember to gap em. If you reran statir wires make sure nothing is rubbing the feame or getting chaffed on the magneto. Im thinking the spark is fine but its something else like no fuel or blown cranks seal etc.

Your starter clutches work and your main clutch looks fine. Low power could be many things, carb air filter plugged exhaust timing etc. Gonthru freds guide top post and list what you've done. Kinetic very similar to a vespa so look at those threads as well.

^that being said, cutting a throttle cable will not make it longer. If its exact same carb no problem. On a cable there should be a few spots for adjustment besides cable and inner wire length. Carb bendy with 2 adjustment nuts and throttle adustment screw.

Read up on vespa dellorto sha carburetors, and when you have time peruse the epic vespa thread. The metal mesh filter and air box enriches the fuel mix. Also, the cooling fin/tin above the cylinder is necessary as well. For timing theres normally slight adjustment on the stator plate to adjust timing and point gap, but more problematic is relying on the small woodruff key to hold timing instead of

If your squeelning is a whine then its just gear noise on the tranny side. I toss that injection pump and always check out your clutches 1/2.
