Parting out this P.O.S maxi. It ran when I got it but I've been borrowing parts while I rebuild my other one.

So I bought this maxi, and it ran alright. Trying to do new bearings and seals, and found this wonderful surprise. What could have caused this?

New to mopeds. I've got an e50 puch maxi. Just rebuilt the motor, seals and bearings. When I try to start it sounds like something is grinding. But when I hold the clutch in everything spins free. When I let go of the clutch, the grinding returns and it never fires up. Help?
