Clean the carb- Carb cleaner will do, or my favorite method: Hot water and dawn followed by a good passage blow with an air compressor.Set the float to about 10mm from the bottom of the needle.Take apart the airbox n' give it a good cleaning along with the foam filter- Less hot water and soap - air dryIf you're still not satisfied, get a dellorto 14.12, then go from there.

Hey, I think I saw this bike for sale!Please run an air Filter. Pantyhose won't do much once it starts vibrating with the layers shifting about. By the time you get enough layers to do something, it'll be way too restrictive. If you don't mind fiddling with the air filter every time you take the carb off get thisIf not, get this and cut it down to fit behind the black cap.
Air leaks are killer. Hope the cylinder or rings didn't take damage!
