So I think I was able to determine the prefix and are stuck with 2 digits missing from the last 6 unique digits... Can I just replace the last 6 digits with the engine number(that don't match)?

Only found an 7 digit engine number on my 2013 Tomos ST. Looked everywhere for the VIN stamped on the frame(only 10 digits remain on the foil sticker on the steering tube because the cables/wire rubbed them off).Anyone have any luck registering a moped (in NYC) with just a ENGINE NUMBER?

Has anyone ever registered with ONLY an engine number and no VIN? I only have a 7 digit engine number and part of my VIN(10 digits) as it was rubbed off the sticker by the cables/wires.I looked everywhere on the 2013 Tomos ST frame and had no luck seeing any stamped VIN numbers. Only found the engine number....

Recently bought a 2013 Tomos sprint with part of VIN rubbed off the foil sticker from the brake cables. Got a hand written bill of sale but no VIN on that either(pretty much useless). Called a local moped shop in NY where it most likely originated and they said no record of it and Tomos moves the stamped number every couple of years so just look around on the frame.
