i have an NOI, and it wont start. i know i have spark, and the lights come on. i have a 16.16 sha shimmed on a stock intake, could it be an air leak? also when it had been running it would start to four stroke and back fire, could this be a timing issue, and could that be the reason i cant get it to start at all?

what would someone offer on a 1985 rally sl, the engine is clean, starts right up and clutch was just replaced last week. it has a new preformance mid range exhaust. it isn't the most beautiful, little rust, and some surface scratches, but it runs just fine. what is the ideal value on something like this?
