With that setup you should be a rocket to 36-38mph. What is your timing set at? The woodruff key could have slipped a little OR like mentioned before your clutch rubber is swollen. How does it idle when you come to a stop? Can you put it on the stand and with it idling stop the rear tire and it doesn't cut off or try to cut off? Also is it hard to start or does it start up easily?
