If aftermarket 3 shoe clutch throw it away and get/use stock puch oem 2 shoe or if you're lucky OEM three shoe clutch. you could tell OEM clutch for that it has a date code on it.

Get a real puch clutch put stiff kickstart Springs in it not blue.

With a 65cc kit performance pipe and filter you should never have to gear lower then 17x45 (add power add gear) you should set timing and jetting correctly to go 40-45 with great take off and good hill climbing.

If you only go 25-30mph (which is slower then stock) with a kitted bike then I'd quit and buy a scooter for you're so out of tune it's not funny
