So I bought a Dellorto phbg 21 ds racing carb and when I put the old throttle cable on it held the carbs all the way open when throttle is in idle... How to I fix this problemo?!

Sounds like you need a longer cable.I had the same problem when I went to a bigger carb so I was able to use a dremel and grind off a piece of my cable housing to make it work.The cable itself was long enough to work but the housing wasn't causing it to pull the slide open.Maybe make a cable using bicycle cables,they are usually cheaper.
