I have a hobbit I just purchased an Athena big bore kit and Athena head. The head has an o-ring groove cut in it. The cylinder has the compression relief hole in it which lines up where the oring goes on the head. Has anyone used this setup? I'm thinking of epoxying the hole in the cylinder but am wondering what others have done.

probably your best bet. epoxy the hole proud of the cylinder deck. once it is hard, remove material untill epoxy is flush with deck. take care to not scratch head gasket seat area. watch your head temps!!!! those heads aren't designed for proper cooling in a horizontal engine layout, so tune conservatively.
