Troubleshooting my PA50 II

I just cleaned my carb and got it running. Now to get it to start I have to press my decompress in about a 1/4 of the way to get it to sound like its going to turn over then give it some gas and let go of the decompress and it will start. anyone have an idea what this is?

So little info, could be so much wrong....who knows. If it sat for long...who knows. Did you change your rear gear oil (if it has any left) Do gears spin and engage freely ? Are brakes binding ?
