I concur. The brass screw is the drain plug. Tighten it, and keep it tight. The air screw (top screw) should be at 1 3/4 turns out, and then adjust the idle screw (middle one) so that it runs properly. If you get all that done, you'll have a properly running qt - which is more than i can say for myself, at this point.
