count the teeth on the rear sprocket, it sounds like its geared too tall as well as a host of other problems. If the gearing is so tall such that it cannot pull through the entire RPM range, it will be impossible to tune. Get a big sprocket on the rear, then go from there, starting with double checking the timing (with a timing light or else you aren't doing anything). Good luck! Gearing tall is what will kill the clutch.
