on a single variated ped like peugeot or motobecane, when the engine spins up the variator slides open to change the gear ratio for higher speeds. the variator is a pulley that changes diameter. to accomodate the change in diameter and therefore change in belt tension, the engine rocks back on a pivot. a launch lever is just a way to stomp on your engine to keep it from variating. this keeps you in a lower gear so you can take off from the line or help up hills.
