Would milling away the walls of the closed transfers achieve your goals. You would have long exh and transfer duration. When considring decking the cylinder remember you only paid around a 100 for that thing. Instead you could lathe the head so that the outer circumference of the combustion area is removed leaving a combustion chamber that is recessed or protrudes into the cyl.
