Lathes work good for this but I can understand that you may not have one. There isn't a lot of rationale for getting a 1000 buck lathe to do a few moped projects. You can do a nice job one mm at a time with the dremel little drum sanding tools. And those drum sanders in conjunction with small files you can ovalize the carb bore to not disturb the idle area
