Keep in mind that the clutch bell spins on the brass bushing, so even if the bushing does stick it wont keep the clutch bell from spinning. The problem is that when the circlips are bend or the shims are wrong the clutch bell is pinched from the sides. If you temporarly remove the outer circlip I bet it will spin freely.
