It really depends. Do you plan on spending more to make it faster in the future (eg kitting it)? I guess the first thing would be to get a pipe, intake, carb w/jets, and air filter. You might be able to squeeze that in the price range. I'd also suggest taller gearing.
If you had double the money this answer would be a lot easier haha :)
