so i filled in the old woodruff key slot with the welder and cut a new woodruff key slot slightly ahead of where the old one was.

Did you look into kart offset keys? Not sure anyone make them for a vespa size but someone might.

offset keys would be much easier to adjust, say if you got it wrong and your ped wont run... insted, you could just re weld it, the kepp cutting holes until your shaft is not strong and youv'e wasted 3 sundays in a row.
Another solution would be to afix a taller cam follower (rubbing block) on a set of points and or adjust point gap to alter timing. You could also reprofile the cam. I am betting that building a new cam ramp with silver solder and finishing to suit would be a good enough bearing surface. Because you are just looking for maybe a 4 degree difference point gap adjustments would be adequate
