If your puch has the original magura throttle control, it should open the carb completely unless there is something wrong with it.
You're sure you have all the slack taken up in the cable housing?
I use a stock Puch throttle assembly. Stock magura controls with stock cable, opens all the way, no problem. Be sure to take out all the slack tho.
I use a stock magura throttle on my puch. Just make sure you have the cable adjusted like everyone else said. If for some reason the throttle doesn't open all the way, you could dremel the little slot in the grip a little.

I have one of those long pull throttles 1977 sells.
My stock throttle has a plate with a screw that holds its location on the throttle body. The bottom of the plate adjusts how far the pull is on the throttle. I had to adjust it all the way back, but it does work with a PHBG.
If you don't have one of the adjustable ones, then get one from 1977 like the above poster said (or a local motorcycle store usually carries them.)
Mopeds came with different types of magura throttles. One was a slide type, those are not good for phbg's. the slide wont open all the way. There is also a long pull magura, I had one come stock on my peugeot. The magura slide type usually came stock on puch's
I make my onw cables and never had any problems with any of my thorttles not fully opening a phbg . I think the problem lies in the stock cable .
My OG Puch throttle opens it all the way...
Mine is the slide type and opens it all the way... For sure... What does this Magura long pull look like?
I had a Domino For Tomos, not Pull my Mikuni 24mm so I had to cut the slide guides longer, then it's buttta brodda!
