My carb is only slightly below the level of my fuel valve. So with the fuel filter, the line kinda rises a bit and there's air in the line and fuel filter. Fuel does get through, but I want to know if this will be a leading factor in my kit running lean? Is this something that matters?

Gravity will force fuel through the line as long as the fuel level in the gas tank is above the highest point in your fuel line. You should be fine.
