The decompression cable goes in the front adjuster (14903) and the throttle cable goes in the hole behind that. There are two slides in the throttle (18460) and (18459). The throttle tube (18458) has an angled slot in it which slide (18459) fits into and follows. When you twist the throttle forward slide 18459 moves to the left pushing slide 18460 outward (left) and puts tension on the decompression cable thus engaging it. When you twist the cable backwards (towards rider) slide 18459 moves to the right putting tension on the throttle cable and raising the carburetor slide. That is at least how I think it works by looking at its operation.
