When is using a PA50 II motor NOT indicated?

I bought my first Honda PA 50. Sadly, it is a red 20mph bike, not a yellow 30mph bike.

This non-running moped came complete with an additional soft-seized motor. My brother got it un-seized, and I just got to looking at it and happily, the motor is a PA 50 II motor!

It is in pretty rough shape. The flywheel is all rusted and there seems to be no compression. And no carburetor. This motor looks like it would need some serious TLC to put right.

However, there is a 30mph variator and exhaust attached. I'm told that the best way to make a PA 50 I go faster is to put in a PA 50 II motor. I've got one, but I think that assumes a running PA 50 II motor.

What's the simplest way to proceed? I want to ride this bike before snow flies!
