i think those 20mm carbs come with wierd needles and diffusers and idle jets in them.

check you needle, if you have one of those x09 needles, or any needle with an x throw it away and buy a w6 through 9. check your diffuser. 260 and 262 should be in the range. also check you idle jet. 45-55 should do you right!
