It ought to be able to adjust your idle speed, unless your carb is seriously out of whack.

Buy a Dellorto 15:15.
clean out your idle air passage on the gurtner, should be a little screw in the carb body right under the inlet, take it out and blow compressed air thru it. If a moby won't idle and otherwise performs well its your idle passage. Gurtners require religious cleaning, do it once a week at minimum.
How do i get the choke cable and fuel cable off the gurtner?
take the top off the carb and leave that dangling under the bike, one screw on the top. put the carb in your hand and clean it

alls I know is that the Ten Commandments strictly forbid idles, so I removed mine.
You have to define what you are talking about.
Idle speed adjusting screw, or
idle mixture adjusting screw
Peter is most likely right, air leak, but first my guess is you don't have your throttle cable to the correct amount of tension. Adjust that bad boy!
Very carefully, then throw it in the trash.
You might have your cable adjusted wrong. Screw in all thumb screws in by the throttle and above the carb, and you should be able to use the idle screw then.
make sure you twist the throttle before you screw the idle screw in, otherwise you could be screwing it into the throttle valve.
