I'm sure I'm not the first one to think of this...anyone ever taken a CEV from a faster bike, say one that reads 80mph, and put it on a moped that came with the 40mph CEV stock? Are all CEV sender units the same? Is it simply a matter of changing the meter itself?

Well right, but presumably is has a worm gear type device to turn the cable, and it's at least conceivable that it could be geared differently on different drive units.
