MOPED ARMY

So I have had this kit for a while. I ran it without being port matched for a while and it probably topped out around 38. That was with a bullet exhaust and a 15mm dellorto. Now I just recently got it port matched and tuned. Everything is tuned right, timing is good, jetting is good, and theres no air leaks. But this bike will not break 40 no matter what. I was just wondering if anyone else is running this kit and what there experience with it was.
