High altitude phbg question

I have heard about using panty hose only for a carb air filter but when I try this on my 19mm phbg the thing revs really high and the mixture and idle speed dont slow it down.

At high altitudes is it possible to use only panty hose or should I restrict the air even more? or does it even matter and this is a pilot jet issue?

I haven't run a phbg, but I'm guessing it's your idle/pilot jet.

Being at a higher altitude make the air thinner, so the more air you can pull in the better. Panty hose work, uni-pods work better.
