moves the rich- [up] or lean [down] in relation to the throttle setting
so move it up to make it more rich with the same jet and down to make it more lean?
No,this can be a little confussing at first
moving the ring down lowest notch closest to pointed end = richer
moving to the notch closest to the top flat end = leaner
this is because the needle is tapered and you are changing how much taper is allowing fuel to pass
when people say drop the needle = leaner they are raising the notch up which drops the actuall needle position down in turn blocking more fuel flow and vice versa for raising the needle position
Needle height adjusts the mid range mixture
top notch = leanest
bottom notch = richest
But no matter where you have the needle set, the WOT mixture will be the same. To adjust the WOT mixture, you must change the jet.

also the taper on the needles are not always just a taper some carbs have needles that have composite angles so different letters n numbers mean different profiles of where the tapers are on the needle and the divergence in the thickness
