Suitable exhaust parts donor for Garelli?

If I were to make up an exhaust with an expansion chamber for my Katia, what would be a good source of ready-made expansion chamber?

My bike currently has a very square silencer under the crankcase with a very short, very small diameter tailpipe, which I don't imagine to be very good at scavenging.

dude, you're in the UK. I would reccomend for 50-65cc the leo vince for the bimatic. you can hopefully dig one up, they are on italian ebay everynow and again. incidentally, if you happen to find a source, please post it. really anything will work though, if you can find one of the straight headers and can weld. try to find pipes designed for torque, the NOI is a low reving sob.

Yes, I noticed that the stock engine develops maximum power at 4-5000rpm. I'd expected 8-10000rpm from a small 2 stroke.

...My diesel car will manage 5000rpm (although max power is at 3750)

Are there any rules-of-thumb for expansion chambers for a 50cc? Volume, angle etc. for a given rpm/powerband?

Yes, there are. But that's not easily explained. It's like rocket science :P

Try reading some books on 2-stroke tuning, like "Two-stroke Performance Tuning" by Alexander Graham Bell or Gordon Jennings two-stroke tuning book.

If you feel bold, try "Design and Simulation of Two Stroke Engines" by Gordon Blair. That one's real mathematical and for the hardcore tuner, not something to begin with.
