Honda for Iowa?

ok, so I have a 1982 Honda Urban Express (Iowa model)

does anyone out there know what the difference is? I thought it was that there would be a governor, but I took it to the scooter shop and they took it apart 9 ways to sunday, and couldn't find one anywhere... if anyone could help me with this one, I would appreciate it... while I'm on the subject, I would like to "throw a kit on that bitch" sometime in the future, does that meean I would have to find specific parts,

or just anything that'll fit? but I dunno if I put a kit if it'll do anything but bog due to some limiter or something... ok, I shut up now...

This is a common question, and unfortunately not one with a definate answer yet. There appears to be a difference in the kick starter gear on the Iowa Urban Express's crank, limiting how far the variator can open though.

Iowa mopeds must have speed restricted to 30 mph. They also have a law it must be able to make _minimum_ speed of 20 mph up a 3% hill, so the usual restrictor in the pipe may not meet both.

I thought the limit was 25 max speed. A stock Express will only hit about 32, depending on the rider.

we checked the variator, nothing seemed out of the ordinary...

could there be a limiter in the carb?

I believe it is a solid 25mph, because that's what I top out, and if I manage to push the needle towads 30 (due to a hill or stiff wind,etc) she will bog unless I let off the throttle...

leading me to believe there is something limiting the perfomance of my machine... where is it? it's gotta go man...
