i've seen bigger front pedal sprokets welded on
also you can get really small back sprokets from bmx bikes
option 3: create some sort of derailer and gear system, or a hub with internal gear shifting, hmm maybe put that one on the drive side

You can go to any good bike shop and have them replace the pedal sprocket on your rear wheel with a 16 tooth one. That will get you most of the top end pedal power you are looking for. With a 16 you should be able to pedal it all the way to 20 mph.
You can get a larger front sprocket, but not that much bigger to be worth the effort. You will deal with hitting your case before you get maybe 4 more teeth up front.
2 speed pedal power for the win.
You can easily grind off part of your front sprocket, drill some holes in it and mount a bicycle sprocket onto it. Or just weld it on.
Remember that pedaling will also be heavier when you increase the ratio.

then make a set up like the old Hodaka 10 speed dirtbike where you can select the front sprocket ratio
Would it be possible to gear it high enough that you could actually peddle when the motor was running full out? like 35mph gearing? So you are cruising at max engine speed of 32 or so, and then you pedal some to go even a bit faster? That would be sweet.
