anythi8ng from 10,000 - 13,000 will cause massive fluttering. u shouldnt have any problems up to 9k as long as your points are in good condition
In addition to that: There are special points with a heavier spring. They go up to +/- 13k RPM without floating.
Bout how high in the rpm's would a cdi equipped polini get? I'm sure gearing plays the main part in that exact equation, but I'm just curious ballpark-wise.
CDI can go up to 20k rpm, but the polini would never get there.
Judging from your profile you have a Maxi (e50 engine) with the 65cc Polini reed-valve cilinder. Factory says it'll do 9k RPM. With a little tuning you can get it up to 11k.
Oh yeah, it produces 6.2BHP factory.
