Its only restricted by design. Basic tuning can give it a bit more pep but there are no performance parts made for the bike. You can however sometimes use parts from another model with some modification (old zuma for example). If its real slow a tune up may help to bring it back to the power it had when new.

The razz comes from the factory with a 6.9:1 compression ratio, or 71psi. If you remove the aluminum head gasket, lap the head surface and reinstall you can gain a bit more low end power. Shaving the head would also increase compression but you will need to make sure you don't cause any problems by doing so.

I didn't mean to sound snarky... just saying that he'll probably get better advice at a scooter forum. :D
