Motobecane clutch sticking

My 50v clutch sticks and makes the motor stall when I stop. I pull the clutch off and sandpaper everything and it’s good for awhile but it will happen again. I’m not sure if it’s the starter clutch or the main clutch. Thoughts? Thanks
