I did cylinder head replacement and it now has good compression and spark and fuel but doesn’t start it sounds like it wants to start but when kicking it sounds like a plop sound out of exhaust

Alex, you definitely have a scooter but it's impossible to know which one. Any more details on the Make/Model? Direct Bikes is just a reseller for chinese clones, it seems.

It’s a direct bikes scorpion 32a same as pulse phantom 50

What's your compression reading?
Did you make sure the timing chain was put back in the correct place when you replaced the head?
How are you checking for fuel and spark?
Why did you replace the head the first time?

Haven’t done compression reading can just feel it on the kick and have got spark by putting spark on engine and visual check and I bought bike non running because of stripped spark plug hole

As Dillon said, you have a scooter, not a moped. While there are a few folks here with knowledge that may be able to help you, you'll likely have more luck on a scooter oriented forum or FB group.

There are a lot more variables on a modern scooter. For example cam timing, valve lash, etc.
