When I press the horn button, the engine dies. The rest of the electrics "appear" to work, but slightly dim.

Puch horn runs off the ignition coil and temporarily grounds that circuit to provide power to the horn. Your spark is probably weak, check all connections and grounds and clean/service points to start with
Glad to hear it runs, and your tank doesn’t leak. You can go balls deep on it now.
Great News! On my Puch, I had to Add a ground wire to the Blue/black wire in the terminal block (it is the ground for the ignition coil). For further Info. http://www.myronsmopeds.com/category/service/wiring-diagrams/
I found a loose/corroded connector on the horn, cleaned it up. Fixed the problem, though the horn sounds like it may have Covid-19.... :-)
I Finally got the tank to flush clean with no rust or particles coming out any more. It took probably 18-20 full tank flushes with hot water and compressed air. I also hooked a short length of chain up to a screw eye and put it in my cordless drill. I fed the chain into the tank and spun it slowly. It would tangle after a few seconds, and I had to un-feed it, and feed it back in.
The other thing I did, was I had a short clear line hose clamped on to the fuel tank nipple. I filled the tank with hot water and then use my compressor to blow water and air BACK into the tank. This freed up a LOT of rust particles.
I changed the trans fluid and took it for a quick spin (about 1000 feet). It shifted beautifully into second. Very smooth.

I had the Evapo-rust in there now for about 4 hours. I used use my boroscope to see what the inside looks like. What little I could see in focus looked way better than when I started. I re filled the thank back up with Evapo-rust and let it work overnight. I continued the flushing/compressed air process this morning until I could get no more particles out of the tank. It is currently drying with a light bulb on it for the night.
Hopefully tomorrow fill it with fuel to prevent flash rust until I get the new petcock and a decent fuel filter. Does anyone make a "cleanable" fuel filter ? I've got a small John Deere one but once it clogs (and I suspect it will), I'll have to toss it out. I suspect I will get some more sediment over the next few tanks of fuel.
The chain idea sounds good. Sometimes the flow is restricted with in line filters used along with the petcock and carb screen, but its worthwhile using initailly in case some flash rust developed. The pancake ones do better with tight hose routing.
Always use an in line paper fuel filter , unless you don't mind cleaning the carb .
The petcock screens only catch the big stuff .
And , the pancake ones are almost as good as those^ .
