Motobecane Front Wheel Grinding When Axle Nuts Tightened

1981 50 series (non-variated), U.S.

Having no success finding a parts manual that looks anything like this wheel. I've attached a video below to show you the layout of all the hardware on the axle. When I tighten down the brake-side axle nut, the wheel starts to lock up. I think it is the brake carrier being pushed into the shim on the other side, not the bearings themselves, but I'm not entirely sure. Would appreciate any guidance, my hope is that I'm just missing a washer or a nut somewhere. If the brake-side axle nut is just finger tight, the wheel spins well enough. Wrench tightened, different story.

the brake side needs a spacer/washer to push brake plate off hub.

Since I took this video I added a washer behind the bushing on the brake side, seemed to marginally improve the situation but same issue persisted. There is now a little bit of a gap between the brake carrier and the hub, not sure if adding more space would help anything. It looks like the brake carrier is grinding against the bushing for some reason.

I would think another axle nut or even a thin jam nut should exist between the brake hub and the fork so that tightening the outer axle nuts do not push the brake plate in against the hub

The rounded nut that presses against the ball bearings is double nutted at some point, usually right at the nut or after a spacer. If it's not double nutted or the double nut isn't tightened properly, wouldn't tightening the axle nut tighten all that up, possibly improperly, causing that issue?

Make sure you've greased those bearings.

If the bearings are pressed in instead of loose, not sure what to tell you.
