Headlight yellow wire coil

my Puch Dart headlight and tail light aren't working. I have tried bypassing the switch, removing the regulator, and have all new bulbs including speedo. I am getting less than 1 volt coming into the terminal block from the magnetto on the yellow wire. Ohm reading yellow wire to ground is 0.4. Manual says it should be 2.0. I replaced the coil with a new one and get the same readings. Everything else on the bike works fine, horn circuit, brake lights, ignition. Any ideas what to look at next? Everything relative to the wiring diagram appears the same.

Take the yellow wire out of the terminal block and try to rig up a bench test bulb and see if it lights. Even is all you have is a 12V testlight it will glow

Rerun a ground wire 2 the headlight bucket my guess is the negative ground source is too far away from the headlight I get it on Thomas's all the time

In the process, I found my fluke meter leads were bad so giving inconsistent readings at best so I replaced them and got all the lights working, after I by passed the headlight switch. However, this only worked when I also removed the voltage regulator from the terminal block. Before I spend more money on this thing, is there any way to test the regulator? My diagram is above and my regulator is this one. Thanks

I did find the bit in the big manual to diagnose that there is problem with regulator. Just hoping maybe the unit itself can be diagnosed

"Disconnect regulator. If light is operating bright......short circuit in regulator, replace"
