A Harbor Freight freebie does a good enough job . Can't get much less expensive , either . Heck , even if you paid a few bucks ...
I have 3 meters : a Harbor Freight freebie ; a low cost analog and a more expensive digital unit . Sure , my go to is the expensive digital , but all do a fine job . Both digital units test the same : the HF and my go to digital .
Ohms are important, with that said, a good Ohm meter.

decent cheap one. had one kinda crap out, but still using another one for chasing continuity and voltage check. sensitive enough for low ohm readings on coils.
being able to measure mA is a nice feature too.
i like autoranging meters for their simplicity, and attached leads so im not always losing them or plugging them in the wrong spot or some other dumb operator error.
a healthy beep is important to me too

Automatic shut-off feature has been very good for me. I'm usually so involved in the test that I forget to turn off the tester.
I like smaller MM's for moped stuff, and really enjoy pen type ones so you can keep the readings at eye level without propping up the meter's body.
