Vespa transmission leaked oil. Rebuild time?

Another quick to answer vespa question. I am putting new tires on the bravo when I noticed oil was leaking from the transmission on the rear wheel when the wheel was leaning against the wall in a specific orientation. That doesnt absolutely mean it needs new seals correct? Theres a breathing hole somewhere on this trans right? Like a porpoise? Or is it hermetically sealed?

there is a breather on the face of the trans.

There is a breather but you probably need new seals anyway.

You'll know when you start riding it and keep getting oil on the rim or the starter shoes keep getting oily.

Is there oil seeping onto the rear brake shoes? If so was a worn needle bearing on mine not just the seal. Otherwise it's not as critical.
