Hey I pushed the notch on what I believe is the carburetor. I wanted to clear out a flooded engine. That notch isn't coming back in it's main position . What should I do ? (edited)

Is this a true vintage moped with pedals or a scooter? The description of what you did to the carb makes no sense. (edited)

If it makes no sense lets try again. Its with pedal.
Its probably not the carbureto then. Just got it so still trying to understand what is what. It what I'm pointing in the picture. On top of it is a notch that I was told to press if engine flooded. I pushed it and it's not coming back up right.

Twist the throttle all the way wide open.
