You want to have the flywheel set to where your points are at their most open when you set the point gap, which is a little past TDC.

You set the points with the piston at just past TDC...

Both. If you're settling timing which is where your points are supposed to fire at you set them to begin to open at BTDC. If you're setting the points gap you set them at TDC or . Read the write up Ken posted and you'll understand.
Set gap at TDC. Timing is set BTDC
so you set the point gap at TDC and then measure over as Ken suggest 17mm and make a mark on the fly wheel then when the 17mm mark lines up with the TDC mark your points should just start to open which is referred to as your firing mark...correct?
If you can't understand, find someone who can help you.
finally got it, I was reading ken's post wrong for the last couple of years, travis and his you tube video set me straight....off and running :)
