If the bowl tap is sealed and the leaking is truely overflow, make sure you have the bowl on correctly...the tap screw in the bottom of the bowl should be on the same side as the fuel intake nipple. If you put the bowl on backwards it pins the float open and will constantly overflow. If the bowl is on correctly and the tap screw is sealed make sure that your float needle is actually sealing when the float is up... In the up position the float pushes the needle into the fuel spigot and seals against a small brass insert that brass insert can get corroded and not allow the needle to seal correctly so you have to take a qtip shaft and polish it to get a smooth seal. (Of course make sure you have a good needle and rubber tip)
