The problem is... is ANY amount of rust in the gas tank acceptable? At what point is a tank too rusty to use?

Unless it's actively leaking out or clogging the petcock regularly, I don't worry about it. Take the pecock off and flush out any that's loose, run an inline paper fuel filter, and don't fret it.
If it winds up clogging up the petcock again, just repeat. but that's not very likely really.
how much rust do you want scraaAAAaping up & down in your nikasil bore?
i use 3 clean fuel filters 2 paper style & write the date on them w/a sharpie.
yeah, it was mostly small spots of rust, nothing major. Just wanted to know if I should be worried or not. This one has no petcock right now, it'll need a new one and I'll toss a filter in there for him.

Your fuel flow must be pretty slow like that, no? Do you break up at high speeds?
Any is no good!
Well if you have a long enough fuel line you could use magnets and get most of the fuel before it even hits your filters but the main thing to do is to reverse electrolysis eyes the tank with the rust in it and then I'll leave this Jagged porous surface that is ideal once washed out properly 2 realign and if you realign it properly it will last pretty much forever
