Anyone have an idea what could be causing the front tire to deviate? I have adjusted the axle at different lengths for each side but still the tire becomes crooked as soon as the axle nuts are tightened

Just realized my forks look uneven. The plastic piece was pushed down

The fork on the left (pun intended) doesn't appear to be seated all the way down onto the axle in it's cutout. Loosen the axle nuts, and have somebody put their weight on the handlebars while you re tighten them.

With the wheel off....look at the length of the fork tubes. adjust the length of the tubes by turning/screwing the chrome tubes so they are the same length before installing the front wheel....

great! Before you run it though, do as bob^^^^ suggests, and try screwing the fork arms further in...if they were disassembled at one point, the springs may not have been reinstalled/threaded into the tube all the way.

It looks as if there isn’t enough spacers between the brake plate and the fork tube. So when you tighten the brake side of the axle the stop on the fork leg is pushing against the brake plate pulling the wheel to the side.

Yup! Needs a spacer in here! Try about 5mm to start with. Make sure the lug for the brake hub is engaging far enough, but not quite bottoming-out.
It's not a permanent fix, but you could try packing out with washers to calculate spacer size.

Axle is off to the brake side, are you missing parts?
where are your cone wrenches?

I wouldn’t use the front brake until you remove the front wheel, flip it over, and put it back on. Be sure the fork nub locates in to the brake plate notch properly.
