Snowflake sealed bearing conversion

I converted my Puch snowflake rims to sealed bearings, and I noticed my rear wheel when mounted is dragging a bit. Don't know if I have a spacing problem, or what, because when the wheel is off, it spins freely and smoothly on the axle. What can I do to help?

There has to be a spacer, between the bearings, for them to spin freely when the axle nuts are tightened. It's length has to be very precise.

Also check to see if you spaced the brake plate properly. I had that problem before. If that is what it is, just keep adding washers or spacers until it doesn’t drag anymore.
