MOPED ARMY

Thought this would be easy but am missing something. Need to replace the headlight bulb and it seems the fairing must come of first. Have seen a reference to two screws holding it on and it slides off but mine has two threaded bolt ends sticking through the fairing from the inside out with cap nuts on the outside. The fairing is brittle plastic and the prior owner seems to have attempted the job but only cracked the plastic.
