The horn works thru the ground side of the ignition. It's not like a typically powered accessory. Where are you grounding your meter when you checked the voltage? Don't assume you have a good ground circuit at the tail light. Try using a jumper wire to supply ground to it from a good ground and see if it lights. If that is no help, jumper the power wire from the terminal block directly to the tail light.
