mobylette won't turn crankshaft to start

I have a 76 mobylette. the dimoby clutch does not engage when the pedals are turned and therefore the crankshaft will not spin so as to start the moped.. Only the outer cover and pulley turns. I opened up the clutch. everything moves, including arms and springs. Don't know what I am looking at as to repair. what am I missing What should I look for? maybe the clutch is only for going fast. My real problem is that the crank will not turn when peddled. It turns freely by hand. What should I look for? The switch is engaged to M rather than V. the teeth align on back of large pulley.
