Columbia commuter chain tension

New to mopeds. Had to change my brakes in the rear. Now after taking the chain loose I cannot get it back to an acceptable tightness. It's very loose and if I were to turn the tire it would rub on lots of bits and it has about 1.25" of play in the chain.

Basically I am too dumb to know how to adjust my chain and despite my googling, all I could turn up was motorcycle and scooter adjustment procedures. But nothing to help me. Does it have something to do with these little flat pieces that my axel but runs through? Told you I'm new.

Any and all help graciously welcomed.

yes it does have to do with the little flat pieces. there is a notch on the frame. spin washers till they hit it and snug up chain then tighten your nuts.

In reference to this ^

Yes look at where the axle runs thought the swingarm. There should be like a notch. Spin the flat oblong washer on the axle til your chain is tensioned correctly which should be between 1/2" to 1" of play.
